Who we are

Created by the City of Dallas in 2020, the Dallas Public Facility Corporation (DPFC) is a Texas public facility corporation and public nonprofit corporation governed by the Public Facility Corporation Act, Chapter 303 of the Texas Local Government Code, as amended (the “Act“).

The DPFC is organized exclusively for the purpose of assisting the City in financing, refinancing, or providing “public facilities,” as defined by the Act. In general, the DPFC seeks to develop and preserve mixed-income workforce housing communities to serve residents earning at or below 80% of the area median income (AMI) and at or below 60% of the area median income as well as provide non-income restricted units.

The DPFC is authorized to finance the acquisition of obligations issued or incurred in accordance with existing law, to provide for the acquisition, construction, rehabilitation, renovation, repair, equipping, furnishing, and placement in service of public facilities as allowed by the City and pursuant to the Act.

The DPFC seeks to partner with qualified organizations to acquire, renovate, or build mixed-income housing developments that:

  • Are in alignment with the DHP33 and adhere to the broader affordable housing industry's rent and income standards:
    • AMI targets adjusted for family size
    • Rent restrictions based on 30% of the applicable AMI restricted levels as established by HUD, TDHCA
    • Consider the income of all residents living in the unit
  • Where applicable, identify opportunities for deeper income targeting based on the operational subsidy provided by the property tax exemption to ensure the property is not over subsidized;
  • Ensure there is no source of income discrimination at the property;
  • Affirmatively furthers fair housing in the City;
  • Ensure there is no source of income discrimination at the property;
  • Ensure developers and property managers engage in affirmative marketing plans;
  • Provide future residents with enhanced protections for the life of the property;
  • Provide a diverse unit mix to provide housing options for all including single residents and families with children.

Additional Information

  • A PFC may only operate in a Sponsor’s boundaries
  • Any public facility owned by a PFC is exempt from all property taxes for a minimum of 60 years (DPFC maximum of 75 years)
  • Eligible projects are New Construction, Conversion from Non-Multifamily to Multi-family and Purchase of Occupied Multi-Family Development
  • Primarily used for the development of mixed-income/workforce housing development:
    • 10% of the units reserved for families at or below 60% of the Area Median Income​​
    • 40% of the units reserved for families at or below 80% of the Area Median Income or “middle income” (deeper affordability may be feasible for certain projects)
    • 50% of the units at market rate
  • The City of Dallas housing department provides compliance oversight for all projects.
  • DPFC revenue can be used to provide more affordable housing and additional housing related services.
  • Average rental savings over 75 years per project: $54,350,173

Complete and submit your documents to the Dallas Public Facilities Corporation (DPFC) for review of your application for a potential DPFC partnership. The DPFC reserves the right to reject any application that it determines to be incomplete or inaccurate.

DPFC Meetings

The DPFC Board of Directors meets every fourth Tuesday of each month at 12:00PM and are held in accordance with the Texas Open Meetings Act. Agendas are posted with the City Secretary’s Office or visit the DPFC Meeting Agenda and Minutes page.

Scott Hounsel serves as the District 1 representative of the DPFC and is a member of the Finance and Governance Committees. He takes pride in the number of DPFC projects throughout Oak Cliff. A licensed attorney since 2002, Scott has worked in the Legal Division of the Federal Deposit Insurance Corporation since 2009. Prior to joining the DPFC, he served on the City of Dallas Board of Adjustment for over ten years. He is an active member of First United Methodist Church in downtown Dallas and serves on the Advisory Council for Crossroads Community Services, a nonprofit organization dedicated to eliminating food insecurity in Dallas.

Stacy Marshall serves as the District 3 representative on the DPFC. In addition to his volunteer work, he serves on several boards, including the American Red Cross North Texas, Texas Health Resources Community Impact Committee, and Housing Channel, to name a few. He has spent the past 26 years working in economic development and revitalization. Stacy holds degrees in English and Broadcast Journalism with minors in marketing from The University of Mississippi. Stacy lives in the Red Bird neighborhood of Oak Cliff and enjoys spending time with his family, cooking, reading, and enjoying the arts.

Ronald Stinson serves as the District 4 representative and Secretary of the DPFC. Ronald was born in Dallas, Texas, and graduated from South Oak Cliff High School in 1972. He honorably served for four years in the United States Air Force, with duty stations ranging from South Carolina to the Pacific and Southeast Asia during the Vietnam War. Mr. Stinson has earned both his Bachelor’s and MBA degrees while remaining deeply committed to civic, political, and community affairs in the city he loves. Throughout his career, Mr. Stinson has taken on numerous leadership roles in Dallas’s civic and community organizations. He has chaired the Dallas City Board of Licenses and Permits, the Dallas ISD Community Advisory Committee, and the Dallas ISD African American Advisory Committee. He has also served multiple terms as a Commissioner on the Dallas Planning and Zoning Commission and as Vice-Chair of the Dallas Planning and Zoning Urban Design Advisory Committee, consistently bringing his experience and dedication to shaping the city’s growth and community initiatives.

Victor Toledo serves as the District 7 representative on the DPFC and is a member of the Finance Committee. In addition to his role with the DPFC, he volunteers as a Board Trustee for Brother Bill’s Helping Hand. Victor's family exiled from Cuba and settled in Dallas. He is a graduate of the University of Texas in Austin and SMU Law School. After practicing law for many years, he is now a real estate developer and owner of Greenleaf Ventures, LLC. They work primarily in West Dallas and the Buckner Terrace areas and have created home ownership and generational wealth for 800+ families.

Ken Montgomery represents District 9 on the DPFC Board and serves as Vice President and Chair of the Governance Committee. In addition to his role with the DPFC, he is President of the Dallas Homeowners League and Executive Director of the East Dallas Community Organization. Professionally, Ken leads the strategic corporate advisory and community development practice at Advisor Sphere and brings more than 20 years of experience in the financial services industry. He holds a Bachelor of Business Administration in Economics and Finance from Baylor University and a Master of Business Administration from Southern Methodist University.

Mark Holmes serves as the District 10 representative on the DPFC, vice-chair of the Finance Committee, and a member of the Community Outreach Committee. As part of the Dallas Public Facility Corporation board, Mark is proud to collaborate with local stakeholders, government officials, and community organizations to create a lasting, positive impact on housing in Dallas. Mark is a member of several civic groups within District 10/Lake Highlands and the Richardson Independent School District. Professionally, Mark is a tax counsel with the Council on State Taxation with 30 years of experience in state and local taxes. He holds a B.A. in accounting from Southwestern University and law degrees from Southern Methodist University and Georgetown University.

Keith Pomykal serves as the District 14 representative and President of the DPFC. Through his volunteer work, he also serves as Treasurer of the Board of Directors of the Sixth Floor Museum at Dealey Plaza. He has spent several years in commercial real estate and is a licensed Texas Real Estate Broker and President of Fairmount Realty. A fifth-generation Texan, Keith holds a Bachelor of Science degree in Political Science and Philosophy from Texas Christian University, where he also earned a Master of Business Administration in Marketing. Keith lives in the Turtle Creek/Oaklawn neighborhood in Dallas and enjoys art, politics, and TCU Football!

Courtney serves as the Mayoral Appointee for the DPFC. Courtney’s mission is to strengthen communities through the built environment.  She is a former City of Dallas Landmark Commissioner and serves on the Boards of Directors for The Real Estate Council and Jubilee Park Community Center, and has served on the Dallas Housing Coalition’s Steering Committee since its inception. With 19+ years of technical and professional experience in the Architecture/Engineering/Construction industry, her breadth of knowledge enables her to provide value in a variety of capacities and market sectors. Courtney is a strategic advisor for E3 Collective, representing the Owner’s interests throughout all project phases and serving as the liaison to architects, engineers, contractors, municipal authorities, financial institutions, and other project partners.
